What

  • 新增 relocation.order.list.query 与 relocation.order.detail.query
  • 增加移机工单行级权限、实体/Mapper、参数校验与工具文档
  • 覆盖列表、详情、权限和 Schema 测试

Why

将现有移机工单业务安全封装为只读 MCP 工具，供其他 Agent 查询工单进度、设备迁移明细与流程。

Verification

  • JDK 17 + Asia/Shanghai 全量测试：271/271 通过
  • 当前提交：c369ba1
